apartment madness
new gigantic red-lettered sign posted at the entrance to my apartment complex: CAUTION: DRIVE OR PARK AT YOUR OWN RISK! this can't be good.

That's probably refering to your leasing office parking lot. It's quite hard to see if anyone is going to run you down when you leave that parking lot.
